This bill requires mortgage lenders to consider alternative credit information that borrowers voluntarily provide, such as rental payment or bank statement data, when evaluating creditworthiness. The legislation aims to help the roughly 45 million Americans without traditional credit histories—a group that includes disproportionate numbers of low-income individuals, young people, and communities of color—gain better access to mortgages. Lenders must treat this consumer-permissioned alternative data the same way they treat traditional credit bureau information and must notify all mortgage applicants about their right to submit such data for consideration. The bill also requires federal agencies overseeing mortgages to update their automated underwriting systems to accept alternative credit data. The Consumer Financial Protection Bureau must issue final rules within 18 months of the bill's enactment to implement these requirements.
