This bill establishes a new Southern New England Regional Commission to provide economic and infrastructure development grants to the region. The commission would serve all counties in Rhode Island and six counties each in Connecticut and Massachusetts, including areas around Hartford, New Haven, Providence, and Worcester. The commission would be authorized to award grants to states, local governments, tribes, and nonprofit organizations for projects involving transportation infrastructure, job training, telecommunications, renewable energy, maritime industries, and community economic development. The bill does not specify a dollar amount for funding but authorizes appropriations beginning in fiscal year 2025 under existing regional commission funding mechanisms. This new commission would operate similarly to other established regional commissions designed to support economic development in economically distressed areas.
