This bill creates a federal program to help build and improve weather shelters at state-owned veterans' cemeteries. The Veterans Affairs Department will select three state cemeteries to participate, with priority given to those in areas with harsh weather conditions and those serving large numbers of veterans' families, including at least one cemetery in an Appalachian state. The federal government will cover up to 50 percent of the construction or renovation costs for each shelter, with states, nonprofits, or private entities covering the other half, though federal funding is capped at $2 million per cemetery and $5 million total for the entire program. The shelters must be fully enclosed with heating, cooling, and bathrooms to accommodate up to 50 people for burial services. States have 180 days to apply after the bill passes, and the Department must make its selections within one year, though the program requires Congress to appropriate specific funding to proceed.
