The Magnus White Cyclist Safety Act of 2024 directs the Secretary of Transportation to establish federal safety rules requiring that automatic emergency braking systems in new cars, trucks, buses, and other light vehicles be capable of detecting cyclists and other vulnerable road users, and of recognizing the full range of skin tones and clothing colors. The bill defines vulnerable road users broadly to include pedestrians, cyclists, micromobility users like e-scooter riders, and individuals with disabilities. The Secretary must issue the final safety rule within three years of the bill's enactment and set a compliance deadline of no later than two model years after the rule is published, giving manufacturers a reasonable timeline to implement the new technology requirements.
