The guidelines, which must be completed within three years, will address issues like reducing parking requirements, allowing more housing types, streamlining development approval processes, and preserving affordable housing in communities. The bill requires HUD to consult with a wide range of stakeholders including developers, community advocates, planners, and local officials during a one-year development period and to report back to Congress two years after publication on how many states and localities have adopted these guidelines. The legislation authorizes $5 million annually from 2025 through 2029 to support this work and repeals an older regulatory barriers clearinghouse program.
