This bill modifies federal railroad funding rules to give Amtrak more flexibility in using grant money. Currently, when Amtrak receives federal grants for rail projects, it must provide a "non-Federal share" of funding from other sources to match federal contributions. The bill allows Amtrak to use federal grant funds it receives from one program to count toward the required non-Federal share for other rail programs, as long as Amtrak is actively involved in the projects beyond just providing money. The changes apply to three major grant programs: National Infrastructure Project Assistance grants, Consolidated Rail Infrastructure and Safety Improvements grants, and Federal-State Partnership for Intercity Passenger Rail grants. This change essentially allows Amtrak to redirect federal dollars more efficiently across different rail projects without needing to find additional funding sources to meet matching requirements.
