The Public Archives Resiliency Act authorizes $250 million in grants for fiscal year 2025 to help archives, libraries, museums, and government agencies protect vital records from climate change and extreme weather. The bill, introduced by Rep. Adams, recognizes that over 90 percent of archives face significant temperature changes and nearly 70 percent face increased rainfall by 2100, putting important documents like birth certificates and historical records at risk. Eligible institutions can use grant funding to upgrade facilities, digitize records, hire staff, relocate records to safer locations, improve broadband connectivity, and develop emergency preparedness plans. At least 50 percent of funds must support vital records, and at least 3 percent must be reserved for Indian Tribes and Native Hawaiian organizations. The bill also requires the Government Accountability Office to study which institutions and records are most vulnerable to climate threats and identify safe locations for relocating endangered records, with findings due to Congress within one year.
