# Summary of H.R. 10390: Recovering America's Wildlife Act of 2024 This legislation provides federal funding to help states, territories, tribal nations, and the District of Columbia protect wildlife species before they need to be listed as endangered or threatened, or to help recover species already listed under the Endangered Species Act. The bill establishes three major funding mechanisms: a Wildlife Conservation and Restoration Subaccount that provides $850 million to $1.3 billion annually starting in 2025 to states and territories for wildlife management; a Tribal Wildlife Conservation and Restoration Account that distributes $97.5 million annually to Indian tribes for their wildlife conservation efforts; and an Endangered Species Recovery and Habitat Conservation Legacy Fund that provides $187.5 million annually through 2028 for developing species recovery plans, interagency coordination, and habitat conservation projects. At least 15 percent of state and tribal funding must support recovery of already-listed endangered and threatened species, and states cannot condition the funds on providing public access to private lands. The bill requires states and tribes to submit progress reports every three years and directs the Government Accountability Office to study outcomes after seven years.
