The Safe Shelters Act of 2024 prohibits sex offenders required to register on the National Sex Offender Registry from using emergency shelters set up during disasters, unless those shelters have been specifically designated for them. The bill authorizes the Federal Emergency Management Agency (FEMA) to designate certain federal buildings and federal prisons as shelters exclusively for registered sex offenders during declared disasters, and requires the General Services Administration and Bureau of Prisons to provide lists of available facilities to FEMA for this purpose. Sex offenders who enter non-designated shelters are required to immediately identify themselves to shelter operators, who must then inform them of designated alternatives and the prohibition on their presence. Violations of these requirements carry penalties of up to five years in prison and fines. The restrictions take effect 180 days after the law is enacted, and FEMA must distribute information about designated shelters to operators of regular emergency shelters on an ongoing basis.
