The program targets higher-level federal workers in specific roles such as project managers, IT specialists, policy analysts, and claims processors at pay grades GS-11 through GS-15 and senior positions, with each agency required to enroll between 1 and 10 percent of eligible employees. Employees who exceed performance metrics can receive salary increases up to 10 percent and bonuses, while those meeting expectations receive no pay adjustment, and those falling short face a 10 percent pay reduction along with mandatory training to improve performance. The bill requires participating agencies to establish objective performance standards focused on productivity, quality, and timeliness, provide employee training and quarterly feedback, and submit annual reports on outcomes to the Office of Management and Budget. No new funding is required, as agencies must use existing budgets to implement the program, and Congress will receive a comprehensive assessment from the Comptroller General within one year after the pilot ends.
