# Buy Green Act of 2024 The Buy Green Act establishes a $1.5 trillion Clean Energy Fund over ten years (fiscal years 2026 through 2035) to increase federal procurement of environmentally friendly products and clean energy. The bill directs the Department of Energy to purchase renewable energy, zero-emission vehicles, energy-efficient appliances, sustainable building materials, and other green products for federal use, while also providing grants to states, tribes, local governments, and manufacturers to expand clean energy production and infrastructure. At least 20 percent of federal purchases and grant distributions must go to small businesses, with additional requirements that 40 percent of state and local grants benefit disadvantaged communities and priority given to school bus electrification in these areas. The legislation includes strong labor protections for workers in covered activities, requiring employers to pay a minimum wage of $17 per hour (indexed annually), provide prevailing wages for construction workers, offer 12 weeks of paid leave annually, implement fair scheduling policies, and remain neutral toward labor organizing. The bill also mandates that by 2033, the entire federal vehicle fleet consist of zero-emission vehicles. A Green Procurement Oversight Advisory Board will monitor implementation and ensure compliance with contracting and labor laws, while the Comptroller General will conduct annual oversight of all spending and publicly report on program effectiveness.
