To amend title XVIII of the Social Security Act to provide for the guaranteed issue of Medigap policies to all Medigap-eligible Medicare beneficiaries and Medicare Advantage enrollees, and for other purposes.

The changes take effect January 1, 2025, though the Department of Health and Human Services can phase in implementation over up to five years to minimize disruption. The bill also establishes a one-time six-month enrollment period after the phase-in ends for people who become newly eligible, along with a federal outreach plan to inform beneficiaries about this opportunity. No specific federal funding is allocated in the legislation; the costs would be absorbed through changes to insurance pricing and availability in the private Medigap market.
