Referred to the Committee on the Budget, and in addition to the Committees on Energy and Commerce, Financial Services, Transportation and Infrastructure, Science, Space, and Technology, Natural Resources, Oversight and Accountability, Foreign Affairs, and the Judiciary, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill would reduce federal discretionary spending for fiscal year 2025 by cutting the nonsecurity spending limit to $597 billion, a reduction from current levels. The legislation also permanently rescinds unobligated funds from the Department of Commerce Nonrecurring Expenses Fund that were made available under the Fiscal Responsibility Act of 2023, meaning those dollars would be eliminated rather than spent. The bill is designed to offset costs, likely for disaster relief spending, by reducing other government expenditures and reclaiming previously allocated but unspent Commerce Department funds. The rescission of Commerce funds is structured so that it won't count toward federal budget rules and limitations. The bill was introduced in December 2024 and would need to pass both chambers of Congress to become law.
