The CCP Fentanyl Sanctions Act authorizes the President to impose economic sanctions against foreign persons and entities involved in producing or distributing illicit synthetic narcotics from China, Hong Kong, and Macau. The bill targets a broad range of actors, including drug manufacturers and suppliers, shipping companies that transport narcotics, online marketplaces that facilitate sales, Chinese government entities involved in the trade, and anyone providing support to these activities. Sanctions would take effect 180 days after the bill's enactment and would primarily involve blocking property and financial transactions within U.S. jurisdiction, with the Treasury Department able to restrict bank accounts held by foreign financial institutions that facilitate these drug-related transactions. The President can grant renewable 180-day waivers if deemed in the national interest and must respond within 120 days to congressional requests to investigate and report on specific foreign persons. The legislation codifies existing executive sanctions on the global illicit drug trade while providing a statutory framework for ongoing action against Chinese sources of fentanyl and related synthetic drugs.
