The Federal Trade Commission would establish industry standards for secure data access within one year and submit a report on current vehicle data practices within six months, while enforcement would be handled through existing FTC authority with violations treated as unfair or deceptive practices. The bill would take effect three months after passage and requires no new congressional funding.
