To amend the Omnibus Crime Control and Safe Streets Act of 1968 to establish a grant program to help law enforcement agencies with civilian law enforcement tasks, and for other purposes.
This bill creates a federal grant program allowing the Attorney General to award funds to state, local, tribal, and territorial law enforcement agencies to hire retired law enforcement officers for civilian tasks. These civilian tasks include assisting with homicide and carjacking investigations, analyzing financial crimes, reviewing camera footage, conducting crime scene and forensics analysis, and providing computer or technology expertise, but do not include any work requiring sworn law enforcement authority. Eligible agencies must ensure that hired retired officers have appropriate training and experience or will participate in continuing education programs. The bill includes accountability measures requiring annual audits by the Department of Justice Inspector General to prevent fraud and waste, with agencies found to have unresolved audit findings being barred from receiving future grants for two years. The Attorney General must also provide annual certifications to Congress confirming that audits have been completed and exclusions have been enforced, and must prevent duplicate grant awards for similar purposes.
