The Comprehensive Debt Collection Improvement Act is a broad bill that strengthens protections for consumers, military members, small business borrowers, and student loan borrowers against aggressive debt collection practices. The legislation establishes new rules governing how debt collectors can contact people, requires medical debt be treated differently in credit reports, protects active-duty service members from threats related to their military status, and prevents private student loan holders from collecting on loans when borrowers die or become permanently disabled. The bill also restricts debt collection on federal government debts, prevents collection agencies from reporting certain medical debts to credit reporting agencies, and increases penalties and damages that debt collectors must pay when they violate consumer protection laws. Most provisions take effect 180 days after enactment, while certain sections require the Government Accountability Office to study debt collection practices and report back to Congress within one year.
