This bill expresses U.S. policy support for the human rights and cultural preservation of Southern Mongolians in China's Inner Mongolia Autonomous Region. It documents concerns about Chinese government policies restricting Mongolian language education, religious practice, traditional pastoralism, and freedom of expression, alleging these amount to cultural genocide against the ethnic Mongolian population. The legislation directs the State Department to establish a dedicated monitoring team in Beijing, requires the President to identify and sanction Chinese officials responsible for human rights abuses, and mandates the Voice of America launch Mongolian-language broadcasts within 180 days with $2 million authorized annually for fiscal years 2025 and 2026. The bill also calls for the Smithsonian Institution and Institute for Museum and Library Services to support preservation of Southern Mongolian culture and encourages U.S. businesses operating in the region to follow human rights guidelines.
