This bill expands federal deposit insurance protections for business accounts at banks and credit unions. It creates two main programs: a permanent expanded insurance program that would cover up to $100 million per business, nonprofit, municipality, or similar organization in non-interest-bearing transaction accounts used for payroll and vendor payments, and a temporary emergency guarantee program that regulators can activate during financial crises to fully insure covered transaction accounts for up to 180 days (extendable by 90 days). The bill affects banks, credit unions, and their business customers, requiring the Federal Deposit Insurance Corporation and National Credit Union Administration Board to establish rules within 18 to 30 months of enactment. The regulators must begin collecting data within 90 days and must consider impacts on financial stability, competition, and different types of financial institutions, including those serving minority and rural communities. If implemented, the temporary program would be funded through assessments on participating institutions or the Deposit Insurance Fund.
