The LANDED Act creates a federal framework allowing state law enforcement agencies to detect, track, and disable unauthorized drones that pose threats to public safety, national security, or critical infrastructure. Under the bill, state police would apply for federal approval to acquire and operate counter-drone systems, with the Department of Homeland Security, Federal Aviation Administration, and Department of Justice overseeing the authorization process and establishing safety protocols. The legislation requires state agencies to report each drone mitigation incident within 24 hours and establishes a mandatory database so federal, state, and local agencies can check whether drones in operation belong to other government entities, preventing accidental interference. The bill also creates a Counter-UAS Security Grant Program to provide federal funding to state law enforcement for purchasing approved drone-detection equipment and training personnel, with grant funds available for at least 24 months. Additionally, the Defense Department Inspector General must review drone activity near U.S. military installations and sensitive national security sites within 90 days and report findings to Congress on potential foreign adversary involvement.
