H.Con.Res.110 - Establishing grounds under which Members of Congress may vote by proxy and remotely attend committee proceedings in the event of illness, a death in the family, jury service, military service, and other emergency situations, and for other purposes.
This concurrent resolution would allow members of Congress to vote by proxy and participate remotely in committee proceedings under specific circumstances. House and Senate members could use proxy voting or remote participation if they face serious illness, family medical emergencies, jury duty, military service, death in the family, or unsafe travel conditions. The resolution sets time limits for some uses, such as a maximum of seven days per year for minor illnesses and four consecutive days for family deaths, while allowing unlimited use for circumstances covered under the Family and Medical Leave Act. Members would need to submit signed letters to the House Clerk or Senate Secretary certifying their eligibility and would count toward establishing a quorum even when absent. The resolution requires the Clerk and Secretary to maintain and publicly disclose updated lists of all members using these accommodations, including the number of days used and the stated grounds for each absence.
