H.Con.Res.111 - Providing for certain procedures for bringing debate to a close on any question in the House of Representatives and Senate, and for other purposes.
The Majority Rule Resolution would change how Congress ends debate on bills and other matters by requiring only a simple majority vote instead of the higher thresholds currently needed. Currently, the Senate uses the filibuster, which requires 60 votes to end debate, while the House has its own procedural rules that sometimes require more than a simple majority to close discussion. This resolution would eliminate those supermajority requirements in both chambers, allowing any bill or resolution to advance with support from just over half of the members present. The resolution was introduced by Representative Katie Porter in June 2024 and would apply to all future legislative matters. This is a concurrent resolution, meaning it expresses the will of Congress but does not require the President's signature to take effect as a change to congressional rules.
