Amending the Rules of the House of Representatives to deny certain privileges of the House of Representatives to former Members who have been expelled from the House, and for other purposes.
This resolution would change House rules to strip former members who have been expelled of certain privileges and access they might otherwise retain. Currently, expelled members are banned from the House floor, but this resolution would also deny them access to member facilities like the dining room, athletic facilities, and parking spaces, as well as deny them various services such as franking privileges, congressional research materials, and library access. The resolution would also prohibit expelled former members from possessing a member pin and prevent them from entering the Hall of the House. The measure was introduced in April 2024 by three New York Republicans and referred to the House Rules Committee but does not appear to have advanced further. This is a procedural change that affects only the small number of House members who are ever expelled, which is an extremely rare occurrence in congressional history.
