Proposing an amendment to the Constitution of the United States to temporarily fill vacancies in the House of Representatives to further the continuity of Congress.
This joint resolution proposes a constitutional amendment to address sudden vacancies in the House of Representatives caused by a member's death. The amendment would require each newly elected House member to submit a list of at least five qualified potential successors before taking office. If a representative dies during their term, the governor of that state would have ten days to select a replacement from the deceased member's list, and the Speaker of the House would immediately fill the seat with that person. The designated successor would serve as a full voting member of Congress until a special election is held to permanently fill the vacancy. If the temporary replacement also dies while serving, the same process would repeat using the replacement's list of designees. The amendment would need approval from two-thirds of both the Senate and House, followed by ratification by three-fourths of the states within seven years to take effect.
