This resolution requires all full-time employees of the House of Representatives to complete active shooter training during each Congress. The House Committee on Administration must issue regulations implementing this requirement within 60 days of the resolution's adoption. While the training is mandatory for full-time staff, it will be offered on a voluntary basis to Members of Congress, part-time employees, interns, fellows, and other individuals working in House offices. The training will be delivered remotely whenever possible, using existing House resources such as the Office of the Sergeant at Arms and United States Capitol Police, and can be combined with other required training programs. Full-time employees must complete the training by December 31 of the year their session begins, with new employees having 60 days from their start date to finish, beginning with the 119th Congress.
