This resolution directs the House Committee on House Administration to increase the House's purchasing from the AbilityOne program, which employs people who are blind or have significant disabilities. The resolution requires the Committee to update procurement guidelines by January 1, 2025 to prioritize AbilityOne products and services, make those products more visible on the House Supply Store website with top search rankings and prominent signage, and include information about the program in new member orientation starting with the 119th Congress. The resolution also mandates that the Chief Administrative Officer designate an AbilityOne Representative within 30 days to promote purchases from the program and ensure compliance, and requires annual reporting on House procurement spending, including how much comes from AbilityOne vendors and explanations for any purchases made elsewhere. The AbilityOne program, established in 1971 under the Javits-Wagner-O'Day Act, employs tens of thousands of Americans with disabilities at competitive wages providing goods and services to federal agencies.
