This resolution denounces what it characterizes as human trafficking and forced labor practices by the Cuban government involving medical professionals sent to work in other countries. The resolution points to a 2024 State Department trafficking report that describes how Cuba allegedly retains much of workers' wages, confiscates their identification documents, restricts their movement through curfews and surveillance, and threatens their families if they try to leave the program. According to the resolution, Cuba profits between six and eight billion dollars annually from this labor export program across 72 countries, with particular focus on a program in Brazil called Mais Medicos. The resolution calls on foreign governments to pay Cuban medical workers directly rather than through Cuban channels and urges the President to revoke visas of foreign and international officials involved in administering these programs until their countries comply with international anti-trafficking standards.
