This bill establishes a federal grant program to support the deployment of electric school buses equipped with bidirectional charging technology that can send power back to the electrical grid. The Department of Energy would administer grants to schools, utilities, charging infrastructure companies, and other eligible entities to fund projects involving at least one electric school bus with vehicle-to-grid capabilities, with funding available for purchasing equipment, installing charging infrastructure, retrofitting facilities, and related technical assistance. Grant recipients must provide matching funds equal to the grant amount and dedicate at least one percent of their award to community outreach, while school districts must receive appropriate compensation for their participation. The bill authorizes $500 million in funding over fiscal years 2024 through 2028 and requires the Energy Department to report to Congress within one year on existing pilot programs and barriers to implementation. Additionally, the legislation directs states to consider establishing rates and standards that allow electric vehicles to export power to the grid and compensate vehicle owners for that exported electricity, requiring states to complete this review within two years.
