This resolution supports the goals of World AIDS Day, observed internationally on December 1st, and expresses Congressional support for efforts to combat HIV and AIDS domestically and globally. The resolution highlights the ongoing burden of HIV, noting that approximately 39.9 million people worldwide live with HIV or AIDS, with over 790,000 AIDS-related deaths in the United States since the epidemic began, and emphasizes that the disease disproportionately affects communities of color and other vulnerable populations. It commends existing U.S. programs including the Ryan White HIV/AIDS Program, the President's Emergency Plan for AIDS Relief (PEPFAR), and Global Fund initiatives, which have collectively saved millions of lives and provided treatment to millions of people. The resolution encourages the expansion of HIV prevention and treatment services, including increased access to antiretroviral therapy and pre-exposure prophylaxis (PrEP), and calls for a National PrEP Program to help achieve the goal of ending the HIV epidemic in the United States and worldwide by 2030. The resolution also urges sustained bipartisan commitment and increased funding for HIV prevention, care, treatment, and research programs, particularly in communities most affected by the disease.
