This bill would prohibit electric vehicle manufacturers from participating in the federal renewable fuel program, which allows companies to generate tradeable credits for using renewable fuels. Currently, the EPA proposed allowing electric vehicle makers to earn credits (called eRINs) by certifying renewable electricity used to charge their vehicles, similar to how traditional automakers earn credits for using biofuels. This legislation would eliminate that proposed program and make EV manufacturers ineligible to generate, use, or transfer these credits under any circumstances. The EPA would be required to issue final regulations implementing these changes within 180 days of the bill's enactment, with an effective date of January 1, 2024. The bill does not include any direct funding provisions but would effectively block EV manufacturers from a potential revenue stream while maintaining the renewable fuel program for traditional fuel producers.
