The LISTOS Act requires large online platforms with at least 10 million monthly U.S. users to ensure their content moderation practices work consistently across all languages where they make money. Currently, platforms are accused of under-investing in content moderation for non-English languages, allowing more illegal content, fraud, and harassment to target non-English-speaking communities. The bill requires platforms to annually report detailed information about their moderation staff by language and location, how their automated systems perform across languages, what percentage of content gets reviewed in its original language versus through translation, and how many takedowns occur by language. The Federal Trade Commission will enforce the rules and write implementing regulations starting within 120 days of enactment, with the requirements taking effect 120 days after those rules are finalized. The bill also authorizes $3 million per year for 2024 and 2025 for international research on harmful non-English online content and disinformation.
