Protecting Whales, Human Safety, and the Economy Act of 2023 This bill prohibits the National Oceanic and Atmospheric Administration (NOAA) from issuing either an interim or final rule that modifies or replaces the existing North Atlantic right whale vessel strike reduction regulation until (1) currently required protocols to mitigate injury and mortality of North Atlantic right whales have been fully developed and deployed, and (2) NOAA reports to specified congressional committees on how the protocols will inform any proposed changes to the existing regulation.
