The Transparent Automated Governance Act requires federal agencies to be upfront with the public when they use automated systems or artificial intelligence to make or influence significant decisions affecting people's lives, such as decisions about benefits, housing, employment, healthcare, immigration, and financial services. Within 270 days of enactment, the Office of Management and Budget must issue guidance directing agencies to clearly notify individuals when they are interacting with an automated system and to inform them afterward if a major decision about them was made using such technology. The guidance must also require agencies to set up an appeals process so people harmed by these automated decisions can seek human review, and agencies must track data on problems that arise to help ensure these systems are accurate and reliable. Agencies have 270 days after the guidance is issued to put these requirements into practice, and the Government Accountability Office will review compliance every two years, reporting findings to Congress. The law includes a 10-year sunset provision, meaning it automatically expires a decade after enactment unless renewed.
