This bill renews and strengthens U.S. sanctions targeting the authoritarian government of Nicaraguan President Daniel Ortega over human rights abuses, attacks on the Catholic Church, and support for Russia's invasion of Ukraine. It extends existing sanctions authorities under the Nicaraguan Investment Conditionality Act through 2030, expands the sectors of Nicaragua's economy (such as gold) that can trigger sanctions, and broadens the list of abuses that can lead to targeted sanctions against Nicaraguan officials, including religious persecution and politically motivated prosecutions. The bill also directs U.S. diplomats to pressure international lenders like the Central American Bank for Economic Integration to restrict financing to the Nicaraguan government and requires the State Department to review Nicaragua's participation in the CAFTA-DR free trade agreement. Additionally, it authorizes grants to nonprofit organizations supporting human rights and democracy programs in Nicaragua through 2028 and directs U.S. representatives at the United Nations to push for continued international investigation of human rights abuses and support for a peaceful, democratic resolution to Nicaragua's political crisis. All sanctions and measures would end once the President certifies that Nicaragua has resolved its political crisis through free elections and an end to violence against civilians.
