The Pray Safe Act of 2023 directs the Department of Homeland Security to create a Federal Clearinghouse on Safety and Security Best Practices for nonprofit organizations, faith-based groups, and houses of worship within 270 days of enactment. This online resource would centralize evidence-based safety recommendations, facility security guidance, and a comprehensive list of federal grant programs available to help these organizations protect against terrorist attacks, natural disasters, and other threats. The bill requires DHS to designate a staff point of contact to assist organizations with security questions and grant applications, and mandates that the department notify state homeland security officials, law enforcement task forces, and congressional committees about the clearinghouse's resources. DHS must update the clearinghouse regularly based on user feedback and new research, and report to Congress every three years on these updates, while the Government Accountability Office would separately evaluate existing federal security grant programs for these groups. The law includes a four-year sunset provision, meaning the clearinghouse requirement would expire unless renewed by Congress.
