This bill expands the types of property that the U.S. government can seize and transfer to Ukraine to help remediate damages from Russian aggression. Specifically, it allows the government to take control of assets belonging to or controlled by individuals and entities hit with U.S. sanctions related to Russia, as well as property involved in violating export controls or arms regulations with respect to Russia, Belarus, and certain regions of Ukraine. The bill also captures assets tied to conspiracy or federal crimes connected to Russian actions in Ukraine. To ensure oversight, the Attorney General, Treasury Secretary, and State Department must submit reports to Congress every six months detailing which assets have been transferred and how they're helping Ukraine recover from the invasion. Additionally, within 30 days of the law's enactment, these officials must develop and submit a plan to Congress outlining how they will use this authority to assist Ukraine.
