This bill prohibits the manufacture, sale, transfer, and possession of devices and firearm modifications designed to increase the rate of fire of semiautomatic weapons or make them function like fully automatic machine guns. Specifically, it bans bump stocks and similar devices that allow semiautomatic firearms to fire at machine gun speeds, as well as semiautomatic firearms that have been modified to achieve the same effect. The law takes effect 120 days after enactment and applies to all people except federal and state government agencies. Anyone who lawfully owns a modified semiautomatic firearm before the law takes effect must register it with the Internal Revenue Service within that 120-day period or face penalties, though properly registered firearms can be legally retained. Violations would result in federal criminal penalties as specified under existing firearms law.
