The E-Access Act requires the Secretary of Energy to establish guidelines within 180 days that give consumers and their authorized representatives access to their electricity and natural gas usage data and billing information held by utilities. The guidelines must ensure this data is provided in machine-readable electronic format, updated near real-time, and protected for privacy and security, while also setting standards for third-party app developers to access this information fairly. The bill promotes competition in digital energy management tools and encourages states to develop programs that help consumers understand and reduce their energy consumption through innovative products and services. States that adopt policies meeting the Secretary's guidelines can receive federal funding to implement these consumer access programs, with $10 million authorized for fiscal year 2023. The Secretary must also review and update these guidelines every three years to keep pace with technology and market changes.
