The bill promotes competition in digital energy management tools and encourages states to develop programs that help consumers understand and reduce their energy consumption through innovative products and services. States that adopt policies meeting the Secretary's guidelines can receive federal funding to implement these consumer access programs, with $10 million authorized for fiscal year 2023. The Secretary must also review and update these guidelines every three years to keep pace with technology and market changes.
