The Cleaner Air Spaces Act of 2023 directs the Environmental Protection Agency to provide grants to state and local air pollution control agencies to help communities protect residents from wildland fire smoke. Under the program, agencies would establish "clean air centers" in publicly accessible buildings and distribute at least 1,000 free air filtration units to low-income households with members who are vulnerable to smoke-related health problems, along with one replacement filter per unit. Grant recipients must partner with community-based organizations, distribute educational materials on proper use of the units, and conduct surveys six months later to assess the program's effectiveness. Individual grants cannot exceed $3 million, with at least one grant reserved for a tribal air quality agency, and the bill authorizes $30 million in funding for fiscal years 2024 through 2026, with no more than 10 percent available for administrative costs. The EPA must report to Congress within three years on program results and provide recommendations about expanding the initiative.
