This bill would expand Department of Veterans Affairs healthcare coverage to members of the military reserve components, including the National Guard and reserves, who are not on active duty orders. Currently, most reserve members without active duty status must rely on TRICARE or other insurance for healthcare. The legislation requires the VA to provide hospital care and medical services, including mental health services, to eligible reserve members, with uninsured reserve members to be enrolled by the end of 2023 and all other reserve members by the end of 2024. New reserve members would be automatically enrolled going forward. The bill directs the Secretary of Veterans Affairs to conduct a study within 180 days on how to further improve healthcare access for reserve members and requires coordination with the Department of Defense. Funding for this expansion depends on appropriations from Congress to the VA.
