The Global Respect Act of 2023 requires the President to identify and maintain a public list of foreign government officials and individuals who commit serious human rights abuses against LGBTI (lesbian, gay, bisexual, transgender, and intersex) people, including torture, wrongful detention, and forced disappearance. Within 180 days of the law's enactment and every 180 days thereafter, the State Department must submit this list to Congress and publish it in the Federal Register, with updates as new information becomes available. Individuals on this list become ineligible for U.S. visas and entry into the United States, and any existing visas will be revoked. The law also directs the State Department to enhance its tracking of violence and discrimination against LGBTI individuals in its annual human rights reports and designates a senior officer to monitor these abuses globally. Congress expresses support for the President to impose additional targeted sanctions against those on the list beyond the visa restrictions.
