It directs each agency's Chief Information Officer to compile an inventory of all legacy IT systems within one year of enactment, and every five years after that, detailing information such as system age, maintenance costs, vendor details, and connections to newer systems. Agencies must also develop five-year modernization plans identifying which outdated systems to update, replace, or retire, and submit these plans to relevant congressional oversight committees. The bill affects nearly all federal agencies but exempts national security systems and protects sensitive information from mandatory disclosure; it also explicitly bars transferring legacy IT systems or equipment to China or Chinese-controlled entities. No new funding is authorized to implement the law, and the entire Act automatically expires six years after enactment, with the Government Accountability Office required to review its implementation after three years.
