Starting in fiscal year 2025, the Chief Management Officer would review all proposed budgets for defense agency business operations and certify whether they meet required efficiency standards, with the Secretary of Defense reporting these findings to Congress by March 31 each year. The bill gives the Chief Management Officer significant authority to direct military department secretaries and other Pentagon leaders on business management matters and ranks this position third in the Pentagon hierarchy after the Secretary and Deputy Secretary of Defense. The Secretary of Defense must issue implementing guidance within 30 days and provide a charter outlining the position's full authorities, and must also report to Congress within 180 days on how the previous two-year lapse in this management oversight affected defense business systems.
