This bill creates an Interagency Council on Service, bringing together representatives from major federal agencies including the Departments of State, Defense, Justice, Labor, and Veterans Affairs, along with the Peace Corps and the Corporation for National and Community Service, to coordinate and promote opportunities for military, national, and public service across the country. The council will develop joint recruitment strategies, share best practices among agencies, and produce a comprehensive Service Strategy report within two years and every four years afterward. The legislation also allows the Defense Department, Peace Corps, and national service agencies to conduct joint marketing and recruitment campaigns, and it updates existing job-transition programs so that veterans and national service alumni receive information about other service and public-sector career opportunities. Within 270 days, the council must study the effectiveness of past recruitment advertising and the impact of vaccine requirements on recruitment and retention, reporting findings to relevant congressional committees. The bill explicitly authorizes no new funding, relying on existing agency budgets, and requires a Government Accountability Office review of the law's effectiveness within 30 months of enactment.
