Strategic Production Response Act This bill limits the drawdown of petroleum in the Strategic Petroleum Reserve (SPR) until the Department of Energy (DOE) submits to Congress a plan to increase the percentage of federal lands leased for oil and gas production. Specifically, the bill prohibits DOE from drawing down petroleum in the SPR for nonemergency purposes until it submits a plan to increase the percentage of federal lands, including submerged lands of the Outer Continental Shelf, that are leased for oil and gas production to offset any drawdowns on or after January 21, 2021.
