The TLDR Act requires large commercial websites and online services to provide users with clear, easy-to-understand summaries of their terms of service. Within one year of the law's enactment, the Federal Trade Commission must establish rules requiring covered entities to display a short-form summary statement at the top of their terms of service pages that explains what sensitive information is collected, which data is required versus optional, what legal rights users give up, and information about any recent data breaches. Companies must also include a visual diagram showing how user data is shared with other companies and make their full terms of service available in an interactive, machine-readable format. The law applies to all commercial websites and online services except small businesses, and violations are treated as unfair or deceptive trade practices enforceable by both the Federal Trade Commission and state attorneys general. There is no dedicated federal funding mentioned in the legislation, as compliance costs fall on the covered entities themselves.
