The Advancing Research on Agricultural Climate Impacts Act of 2023 directs the U.S. Department of Agriculture to develop standardized methods for measuring soil carbon and to create tools that help predict how farming practices affect greenhouse gas emissions and carbon storage in soil. Within 270 days of enactment, the Secretary of Agriculture must establish a uniform methodology for measuring soil carbon that works across different regions and soil types, developed in consultation with farmers, researchers, and conservation organizations. The bill also establishes a new Soil Carbon Inventory and Analysis Network that will collect soil measurements every five years from sites across the country to track changes in soil carbon over time and analyze how different land management and conservation practices affect carbon levels. Additionally, the legislation authorizes the development of computer modeling tools to help farmers and policymakers estimate how adopting specific conservation practices would impact greenhouse gas emissions and soil carbon on their land. The bill authorizes approximately $2 million annually for the soil carbon methodology and voluntary reporting program, $17.5 million annually for the inventory network, and $500,000 annually for the predictive modeling tool development.
