This bill requires the federal government to develop a comprehensive strategy to identify and prevent foreign influence over classified government contracts. The Director of the Information Security Oversight Office must convene a policy committee to assess how foreign interests could gain unauthorized access to classified information through contractual relationships or other non-ownership arrangements, and then report findings to Congress within one year. The Director then has an additional 540 days to create a national strategy that standardizes how federal agencies across the board detect and counter foreign influence, including developing new tools and best practices for contractors to use. Implementation of the strategy must begin within 90 days of submission to Congress, with progress reports due one year after implementation starts. The bill affects defense contractors and other companies that work with classified government information, as well as the security agencies responsible for protecting that information.
