The AI LEAD Act aims to strengthen how the federal government manages and oversees its use of artificial intelligence. It requires the Office of Management and Budget to create a Chief Artificial Intelligence Officers Council to coordinate AI policy across agencies, and directs every major federal agency to designate a senior Chief Artificial Intelligence Officer within 45 days of enactment to oversee responsible AI development, risk management, and compliance with privacy and civil rights protections. Agencies must also establish internal Artificial Intelligence Coordination Boards and develop formal AI strategies covering ethics, workforce training, risk mitigation, and public trust. The bill affects nearly all federal agencies and requires the Government Accountability Office to report on implementation progress within two years, including an assessment of job impacts from AI adoption. The law would automatically expire 90 days after OMB issues an updated governance directive, which must happen within five years of enactment.
