This bill establishes a federal grant program to help communities respond to trauma in children and youth. The Attorney General, working with the Secretary of Health and Human Services, would distribute grants to states, local governments, tribes, and community organizations to create Adverse Childhood Experiences Response Teams. These teams would integrate law enforcement, mental health services, and crisis response to identify children exposed to trauma, connect them with behavioral health and substance abuse treatment services, provide training in trauma-informed care to first responders and other professionals, and work across different systems like child welfare and schools to prevent and reduce the impact of trauma. The bill authorizes ten million dollars per year for the program from fiscal years 2024 through 2027, allowing communities to apply for grants and implement comprehensive approaches to supporting traumatized children.
